- Attention cat owners! Did you know there’s a special online news resource just about cats: The Daily Cat. [NOTE: One of the agenda items at the Legislation committee meeting was the topic of “feral cats.” (The term feral is sometimes used to refer to an animal that does not appear friendly when approached by humans, but the term can apply to any domesticated animal without human contact – One councilor indicated a dislike for cats.)] At issue is the question of what to do with “feral cats” (or any animal) not under the control of an owner. The borough’s codes read: “It shall be unlawful for the owner of any cat to allow such cat to run at large upon the public streets of this municipality or upon the property of others unless accompanied by the owner.” and “It shall be unlawful for the owner of any dog to allow such dog to run at large upon the public streets of the municipality or upon the property of others unless accompanied by the owner.” The discussion centered on the areas of how to define a identify which cats are feral and which are pets; what to do and what will be the disposition of “feral” or any roaming cat. Someone suggested the “borough is not complying with its own codes.” The debate centers on neutering; turning the animals over to animal rescue agencies (P.A.W.S., O.R.C.A., Humane League of Lancaster County); where to confine the animals while awaiting turning the animals over to a rescue agency. Question: If your cat or dog was picked up by a borough enforcement officer, what would you want to happen to your cat or dog? Answer: Come to the municipal meetings and share your input or contact one of the borough councilors. And make sure your cat or dog carries identification, proof of rabies innoculation, appropriate licensing and is under your control.
