They learn what they watch and hear. And they learn through the absence and neglect of those lessons. So don’t just blame the children. Blame us – as individuals and as a community. If we are willing to accept hostility, what else should we expect?”]

  • Each year, Americans observe National Hispanic Heritage Month from September 15 to October 15, by celebrating the histories, cultures and contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean and Central and South America.

  • Joe Pitts’ newsletter says: “Taxpayers Shouldn’t Pay for the Political Party Conventions – The House also passed legislation to prohibit the use of public funds to fund political party conventions. The bill also calls for the return of previously distributed funds and directs that this money go to deficit reduction. There is no reason why taxpayer dollars should go to fund these explicitly partisan events. H.R. 5912 passed 310-95.” [EDITORIAL NOTE (OPINION)]: Maybe the house passed this because their corporate sponsors pay for the conventions. Here’s another thought: Let’s get rid of conventions. Let’s discontinue this archaic practice of having a “party party” and dress rehearsal for what everyone in the nation already knows. We cannot afford this drivel!

Students, their families, school administrators and counselors are invited to come out to Garden Spot High School from 7 p.m. to 9 p.m. on Thursday, September 27. Representatives from the Military Academy at West Point, the Naval Academy, the Air Force Academy, the Merchant Marine Academy, the Coast Guard Academy, and the ROTC will be on hand to answer questions.   • Second Publication: LEGAL NOTICE, published in the Lancaster Sunday News, September 23, 2012, “Walnut Street CDBG Sealed bids for the construction of curb and storm sewer, along with street reconstruction will be received by the Borough of Columbia, Lancaster County, Pennsylvania, at the Columbia Borough offices located at 308 Locust Street, Columbia, PA 17512, until 10:00 a.m. (prevailing time) on Thursday, October 4, 2012. The bids will be publicly opened and read at 10:00 a.m. (prevailing time), same date. Columbia Borough Council will award the contract to the lowest qualified and responsible bidder at its public meeting on October 8, 2012 at 7:00 P.M. in the Borough Hall at the above address. Copies of the plans, specifications and other documents are on file and open to public inspection and may be  obtained from C.S. Davidson, Inc., Consulting Engineers, 315 West James Street, Suite 102, Lancaster, Pennsylvania 17603 (Phone: 717-481-2991), during business hours (8:00 A.M. to 5:00 P.M., Monday through Friday). A non-refundable check for $30.00 / Paper or $15.00 / CD made payable to Columbia Borough shall be submitted as payment for each set of bidding documents requested. Each bidder must be prepared to submit evidence of his qualifications to perform the work. The construction of this project is being funded, in part, by a federal grant provided to Lancaster County from the U.S. Dept. of Housing and Urban Development. The attention of all bidders is called to the fact that, as a federally funded project, the construction contract is required by the Federal Labor Standards; better known as the Davis-Bacon Act. This act requires the successful contractor, and all of his or her sub-contractors, to pay laborers and mechanics employed on this project not less than the minimum wages and fringe benefits stipulated in the contact documents. All bidders must ensure that employees, and applicants for employment, are not discriminated against because of their race, creed, color, ethnic or national origin, sex, age or religion. All bidders must comply with the requirements of Section 3 of the Housing and Urban Development Act of 1968, 12 U.S.C. 170 lu. This act, in general, requires that the successful contractor, to the greatest extent feasible, provide business and employment opportunities to low and moderate income project area residents and Section 3 Businesses. The Section 3 Action Plan, which is made a part of this contract by reference, further explains the bidder’s responsibilities under Section 3. All bidders are advised that Attachment B Certification of Commitment from the Action Plan must be submitted with the bid documents. Any bid that does not contain a properly executed Attachment B will be rejected as non-responsive. Qualified Minority and Women Owned Businesses (MBE/WBE) are encouraged to respond to the Invitation to Bid. Bidders should refer to federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and the preservation of public and natural resources pursuant to PA Act No. 1972-247.
