November 12 Borough Council Meeting Agenda

At the Monday night Borough Council council meeting, just over a half-dozen citizens witnessed the proceedings following the agenda below. The council president convened the meeting at 7:03 pm and called for adjournment at 8:36 pm.

All of the Borough councilors, the Borough manager, Borough financial officer, a recorder and the Borough’s solicitor were present for the meeting; the mayor was not present.

Most of the agenda items, including several curious personnel motions, for consideration were voted on and passed; the exception was the “tabling”  of III, 19, a – “Consider approval of the Lancaster County Tax Claim Bureau request dated 10/19/12.”

Several citizens introduced or reintroduced concerns during the “Citizen Comments” part of the meeting; the issues included consideration for handicap parking in front of residences for residents with disabilities and a revisiting of a topic introduced several months ago. According to the citizen, the conditions of the June complaint continue unresolved.

The Borough Manager explained that no Pennsylvania municipality or jurisdiction is compelled by state law to provide handicapped parking provision for its residents.

‘“Pennsylvania law allows — but does not require — local authorities to provide reserved parking for individuals who have “Person with Disability” or “Severely Disabled Veteran” plates or placards. 75 Pa. Cons. Stat. Ann. § 3354(d)(2). This means that a local government, at its option, may post on the street, as close as possible to the individual’s place of residence, a sign that indicates that the space is reserved for people with disabilities and that people who do not have disabilities who park there will have their vehicles towed and will be subject to a fine of not less than $50 nor more than $200.” – SOURCE: “Accessible Parking for People with Disabilities,” Disability Rights Network of Pennsylvania.
