- This is the question in the Watchdog’s column in today’s Lancaster Sunday News: A reader saw a dead deer carcass on the westbound berm of Route 30 between the Prospect Road and Route 441 exits and asked, “Who’s responsible for picking these things up?” This was the short answer: If the carcass is on a state road, such as Route 30, said PennDOT spokesman Greg Penny, cleanup responsibility rests with PennDOT.” There is a more detailed response in the newspaper article.
