He has been committed to the Lancaster County Youth Intervention Center. – MARIETTA: Craig A. Arroyo, 31, of 307 W. Market St., Marietta, was charged with possession of a controlled substance and violating the borough’s bike-law violation Oct. 30 in the 200 block of West Market Street.
