- No surprise! The Department of Homeland Security has been advocating planning and exercising for that since 2005. From the “Fiscal Year 2005 Homeland Security Exercise and Evaluation Program”: “In recognition of the Improvised Explosive Device (IED) threat, and as an initial step in implementation of Homeland Security Presidential Directive 8 (HSPD-8), each urban area receiving fiscal year (FY)05 UASI funds must develop a multi-jurisdictional prevention and response plan based on the IED scenario and test its Improvement Plans (IPs) through exercises. But Boston had a plan!
- POLICE LOG: “MANHEIM TWP.: Joshua D. Boyd, 27, of Drager Road, Columbia, was charged with possession of drug paraphernalia March 22 in the 1900 block of Crooked Oak Drive. – MANOR TWP.: Erik Stoutzenberger, 37, of Columbia, was injured when he lost control of his motorcycle and struck a guardrail Saturday evening on Prospect Road near Habecker Church Road. Police said they believe speed and alcohol were factors in the crash.
