• How exactly does the borough budget in the line item, “Community Investment?”

• In the 2013 budget, the lion’s share chunk of allocation went to a nebulous line item called “Community Re-Investment.” What are the identified subordinated accounts in that line item?

• Is that 32% of the Community Re-Investment funding really an open “miscellaneous” listing?

• Are some of those funds directed to the Columbia Economic Development Corporation? Or the Lancaster Economic Development Corporation?

• The Cable TV franchise was budgeted to generate $115,000 of revenue. How many complimentary cable hook-ups does the borough get with the franchise?

• Does the Columbia Fire Police still have free cable hook-up?

• Did the Columbia Fire Police documentation in its request for a borough contribution in 2014 (in 2013, the Columbia Fire Police was budgeted to get $7,500) have charges for cable tv in its budget?

• Why is the Columbia Fire police not a registered 501 (c) (3) or non-profit at any Website listing non-profits (including the IRS database)?

• Is the budget line item of $5,000 for the Columbia Athletic Association being directed to the Columbia Boys Athletic Association?

• Is the Columbia Athletic Association the same thing as the Columbia Boys Athletic Association?

• If it is, why is the Columbia Boys Athletic Association still registered at all non-profit listing Websites as the “Columbia Boys Athletic Association?”

• Isn’t that gender discrimination?

• Wonder if the borough has a standard form that all non-profit organizations submit when their organization is seeking contributions?

• Wonder whether the form asks the requesting agency or organization to submit complete item justification? Is it a basketball or is it a “Competitive Outdoor Basketball (Size 7)?” Should the form require a per unit price and quantity?

• Should all submitted forms be signed by an official within the agency or organization?

• Should organizations with other locations in other towns list their complete budget for all locations or just the one in Columbia?

• Should an organization with over a million and a half dollars on its bottom line even be in line for a municipal contribution?

• Should an organization with a payroll and benefits budgeted in excess of over $3 million even be in line for a municipal contribution?

• Would you pump more money into vehicle repairs than the very-dated vehicle is worth?

• Why wouldn’t every agency or organization use Quickbooks or Sage or one of many fine accounting applications to keeps its income and expense records?

• Should any elected public servant serving on an agency or organization asking for money from the borough abstain from any budget dispersion?

• If today’s snowfall comes as predicted, will there still be the “TREE LIGHTING  at the LOCUST ST PARK, DEC 14,2013 6:00 PM” as shown on the Borough Website?
