At next Monday’s meeting, the mayor will “call the meeting to order.”

“Under section 1001 of the Borough Code, borough councils are required to reorganize on the first Monday in January of each even-numbered year unless it is a holiday.  The next scheduled reorganization meeting is Monday, January 6, 2014” – SOURCE: Pennsylvania Association of Boroughs Website

There are suggested protocols at the Website:

Columbia will have one new councillor who will be sworn in.

“The mayor … accepts nominations for the office of president of council. Nominations do not require a second, and are voted in the order that the nominations are made. Voting continues until one nominee attains a majority. The process is repeated for vice president. Once the officers are elected, the mayor turns the gavel over to the newly elected president. There is a difference of opinion as to whether nominees for president and vice president may vote for themselves.”

“The president may name committee memberships at this meeting and this is the sole prerogative of the president.”
