  • LEGAL NOTICE: NOTICE OF PROPOSED BUDGET The Board of Education of the Columbia Borough School District approved a proposed 2014-2015 budget on May 15, 2014, in the amount of $21,934,340. This budget will be funded by anticipated revenues of $21,403,069 with the remainder appropriated from available fund balance (estimated to be $531,271) for one-time expenditures, to cover the shortfall in revenues due extraordinary increases in costs for special education and employer share of retirement, and for budget reserves, if needed. Said budget is to be funded by proposed real estate millage of 28.2 mills ($28.20 per $1,000), an increase of 0.838 mills (increase of $0.838 per $1,000 of assessed valuation of taxable property). This proposed increase is 3.06% which is within the Columbia Borough School District approved index of 3.1%. Said budget is available for public inspection at the District Administration Center, 200 North Fifth Street, Columbia, PA, during normal working hours, and on the District website, www.columbia.k12.pa.us, under District/Business Office/Financial Documents. The Board of Education shall adopt said budget with any modifications thereto deemed necessary at the regular board meeting to be held on June 19, 2014 at 7:00 p.m. at the District Administration Center.   • LEGAL NOTICE:NOTICE OF INTENT TO ISSUE Title V Operating Permit Renewal Permit No. 36-05019 Lancaster County The Department of Environmental Protection (PADEP) intends to renew a Title V Operating Permit for Anvil International, located in Columbia Boro, Lancaster County. Anvil International is a major facility subject to the operating permit requirements of Title V of the Federal Clean Air Act and 25 Pa. Code, Chapter 127, Subchapters F (relating to operating permit requirements) and G (relating to Title V operating permit requirements). The air emissions associated with the facility’s foundry operations, primarily emit Particulate Matter (PM10) and volatile organic compounds (VOCs). This renewal of the facility’s operating permit also includes requirements from 40 CFR Part 63, Subpart ZZZZZ, regarding the use of Maximum Achievable Control Technology (MACT) in accordance with the National Emission Standards for Hazardous Air Pollutants (NESHAPs) for Iron and Steel Foundries Area Sources, and includes requirements from 40 CFR Part 64 Compliance Assurance Monitoring (CAM) for Major Stationary Sources. Copies of the Title V renewal application, proposed permit and other relevant information are available for public review at DEP’s Southcentral Regional Office, 909 Elmerton Avenue, Harrisburg, PA 17110-8200. An appointment to review the documents may be scheduled by contacting Ms. Anne Krasevic at (717) 705-4732 between 8:00 A.M. and 3:30 P.M., Monday through Friday, except holidays. Interested persons may submit written comments, suggestions, or objections to Thomas Hanlon, Facilities Permitting Chief, PA DEP Air Quality Program, 909 Elmerton Avenue, Harrisburg, PA 17110-8200, within thirty (30) days of this notice. Written comments should include the name, address and telephone number of the person(s) submitting the comments along with the reference number of the proposed permit. The Department reserves the right to hold a public hearing on the proposed action based upon the information received during the comment period. The Department will give notice of any scheduled public hearing at least thirty days in advance of the hearing as per 25 PA Code, Section 127. 521. The hearing notice will be published in the Pennsylvania Bulletin and a newspaper of general circulation where the facility is located.”
