The proposed ordinance may be summarized as follows. Section 1 sets forth the legislative intent of each municipality in enacting the ordinance. Sections 2 and 3 authorize entering into the agreement and authorize officials or employees to take actions to implement the agreement. Section 4 sets forth the findings required by the Intergovernmental Cooperation Act including that the purpose of the agreement is for the formation of a crash scene investigative unit composed of members of the Police Departments, potential sharing of equipment, and authorization for officers to take actions in the adjoining municipalities under certain circumstances. The agreement shall commence upon execution by all parties and continue for an indefinite term. Each municipality may contribute funds in the future. Sections 5, 6 and 7 provide that additional municipalities may join the crash scene investigative unit, provide for severability of any invalid provisions of the proposed ordinance, and set forth the effective date.
