- Michelle Malkin’s “broad brush” statements are misleading. Not every in the line of duty death (LODD) is a shooting death. There are LODD descriptions for law enforcement, fire service, military (FM 600-8-4: Line of Duty Policy, Procedures, and Investigations) and other first responder resources. LODD determinations are often used to determine survivor benefits.

This includes victim law enforcement officers who, while in an off-duty capacity, act in response to a law violation.
