The meeting was convened at 6:06 pm. All the councillors, the mayor and the borough’s financial officer sat around the “u-shaped” tables in the borough’s council chambers.

Curiously, the borough manager was absent. No reason for his absence was offered. About 20 people were in the audience at the onset.

As their area of interest was presented and dealt with they left the meeting.
