Manuel, 31, of Columbia, was cited twice, at 4:09 and 4:24 a.m., on Oct. 24 in the 400 block of Walnut Street. – LANCASTER TWP: Edward Davis, 42, of 3917 Marietta Ave., Columbia, was charged with home improvement fraud for failing to complete work on a home on Maple Avenue. According to police, Davis was paid $1,400 in June to complete the job but worked for only four hours and never returned to complete the work. – MANOR TWP.: Jeffrey C.
