According to page four of the The Planning Commission of Pennsylvania, Planning Series #2, “A planning commission consists of three to nine members who must be residents of the municipality. Legal residence is best determined by where a person lives; it not only includes a person’s intention to live somewhere, but also a physical presence. A person cannot declare residence inconsistent with the facts of where one lives.” But in the banana republic of Columbia, separate rules for separate people for separate applications are written and applied by the reigning junta.
