Near the end of the meeting in the citizens comments area, a former borough manager expounded on the expected skill sets of a borough manager. We wonder whether Columbia Borough has a job description for its borough manager. Mount Joy Borough does; one might expect similar skill sets, duties and responsibilities.

The decision to engage an HR consultant can’t be personnel matter to circumvent Sunshine and a professional services agreement to circumvent EOE. It makes me sick the way our leaders feel it is appropriate to to use different language and terminology to appear they are not violating the rules.
