when does it become a public nuisance?

This is how the Borough of Columbia defines it.

PUBLIC NUISANCE Includes the following:

A.  The physical condition or use of any premises, structure or equipment regarded as a public nuisance at common law;

B.  Any physical condition, use or occupancy of any premises or structure or its appurtenances considered an attractive nuisance to children, including but not limited to abandoned wells, shafts, basements, excavations and unsafe fences or structures;

C.  Any premises or structure which has unsanitary sewerage or plumbing facilities;

D.  Any premises or structure designated as unsafe for human habitation or use;

E.  Any premises or structure which is manifestly capable of being a fire hazard or is manifestly unsafe or unsecured as to endanger life, limb or property;

F.  Any premises or structure from which the plumbing, heating and/or facilities required by this code have been removed or from which utilities have been disconnected, destroyed, removed or rendered ineffective or the required precautions against trespassers have not been provided;

G. Any premises or structure which is unsanitary or which is littered with rubbish or garbage or which has an uncontrolled growth of weeds; or

H.  Any structure or building that is in a state of dilapidation, deterioration or decay; faulty construction; overcrowded; open, vacant or abandoned; damaged by fire to the extent as not to provide shelter; in danger of collapse or failure; and dangerous to anyone on or near the premises.

  1. Absolutely disgraceful! Where are the code officials in this Borough? Oh, that’s right, they’re riding around together after stopping at Turkey Hill for their coffee and breakfast. Isn’t this home located in the Historic District? Located only blocks from the Turkey Hill Experience? Between the 2 bridges? How the hell can this town revitalize and draw new homeowners and business’ when we have properties like this throughout our town?!? Where is the leadership in this town???
